Japan Prepares Economic Measures as Food Tax Reduction Concludes

Japan is set to implement a financial relief plan for low- and middle-income families to ease the transition back to a higher consumption tax on food, which is scheduled to revert to its previous rate in 2029. This plan follows a temporary tax cut proposal that would reduce the current 8% consumption tax on food to just 1% over a two-year period starting in April 2027. Once this reduced tax rate ends in April 2029, the government intends to disburse half of the yearly financial aid to qualified households ahead of schedule, mitigating the financial impact as the tax rate climbs back to 8%.

The upcoming income-based relief initiative is slated to launch in April 2027. The distribution of payments will be tailored according to household income levels and the number of dependent children. Throughout the fiscal years 2027 and 2028, the government anticipates that these annual disbursements will amount to approximately ¥600 billion, equivalent to $4 billion. The finalization of this policy is targeted for September, with the intention of presenting the associated legislation during a special parliamentary session projected for October.

In terms of funding, the government plans to support this temporary tax reduction by reassessing existing subsidies, special tax provisions, and public spending, avoiding the issuance of deficit-financing bonds. However, the precise sources of this funding remain under discussion and have yet to be confirmed.

Additional measures are also on the table to aid sectors that may be impacted by these tax modifications. The agriculture, forestry, fisheries, and restaurant industries are expected to receive support to adjust to the forthcoming changes. Furthermore, retailers will be granted extra time to adapt to new tax-inclusive pricing display requirements, ensuring a smoother transition for businesses and consumers alike.
