This initiative will be a key component of the upcoming Comprehensive Innovation Strategy 2026 and seeks to create secure research environments with stringent access controls, safeguarding critical technologies and defense-related information.
Central to the plan is the promotion of dual-use research, which enables scientific advancements to be utilized for both civilian applications and national security purposes. By facilitating such research, Japan aims to harness technological innovations that can serve multiple roles, thereby enhancing the country’s defense infrastructure while also contributing to civilian sectors.
The government is expected to finalize the specifics of this initiative by the end of the year. As part of the plan, research institutions are being encouraged to establish dedicated defense research bases by fiscal 2030. There is also an ambition to extend this initiative to incorporate universities, thereby broadening the scope of the program and engaging a wider academic community in defense research endeavors.
However, this proposal has raised some concerns among academic circles, given the historical sensitivities associated with military research in Japan. Many institutions remain wary due to the nation’s experiences during World War II, where military research played a significant role. Despite these concerns, the government is moving forward with its strategy, highlighting the necessity of adapting to modern security challenges while ensuring that adequate safeguards for sensitive technologies are in place.
