The government plans to roll out a compulsory Japanese language and cultural education program for foreigners applying for permanent residency or visas extending beyond a decade. This initiative is also being considered as a requirement for those applying for Japanese citizenship.
The proposed program is designed to equip foreign residents with a deeper understanding of Japanese language, legal systems, cultural norms, and daily life. Authorities are working towards finalizing the details of this educational framework and the creation of an online verification system by the fiscal year 2027. A pilot version of the program is expected to launch the following year.
The focus of this educational program will be on individuals intending to reside in Japan for medium to long durations. It will feature adaptable learning modules on various subjects, including everyday living, child-rearing, educational systems, healthcare, and elder care. To accommodate prospective migrants, an online version of the program will be made available, enabling them to commence their learning journey prior to arriving in Japan.
In conjunction with this program, Japanese officials are contemplating the introduction of minimum language proficiency standards for applicants seeking permanent residency and citizenship. This move is part of a broader strategy to facilitate the smoother integration of foreign residents into Japanese society and to assist local communities in adapting to the increasing diversity brought about by the country’s growing international population.
